The Saint Paul Planning Commission is an advisory body made up of volunteers from across the City, appointed by the Mayor and approved by the City Council. The Commissioners consult with residents and City staff in public meetings. They use what they learn to make recommendations about how Saint Paul develops over time.

The Planning Commission meets every other Friday at 8:30 a.m. in Room 300, City Hall Council Chambers.

Zoning Committee and Comprehensive and Neighborhood Planning Committee Disbanding

Effective February 12, 2026, the Zoning Committee and Comprehensive and Neighborhood Planning Committee will be disbanded and all matters previously heard by these Committees will be heard by the full Planning Commission (per ORD 25-79).

Did you get a letter about zoning in the mail?

When someone applies for a change in zoning or land use in Saint Paul, the City notifies nearby residents by mail.

  • The letter you received tells you about the change that is being proposed for an address near yours.
  • The Planning Commission will consider the proposed development at an upcoming public meeting. The letter tells you the date and time of the meeting and the address of the proposed change. Attendance at this public hearing is optional.
  • You can share your opinion about the proposed development with the Planning Commission in two ways: by submitting written testimony by 4:00 p.m. the day before the meeting, or by attending the meeting yourself.
