Business Right of Way Permits

1. Bike Corrals

   The City of Saint Paul supports bike infrastructure and encourage trips by bicycle, electric bicycle, or scooter. Where space is limited for the parking of bikes and scooters, a bike corral may be permitted in an on-street parking space. 

   A bike corral is a temporary structure that is placed in the parking lane. Bike corrals are allowed to be placed in the right of way (ROW) from May 1st to October 31st and need to be removed during the winter season.

2. Blasting

   Permits are required to use of explosives in the City of St Paul. The application for a blasting permit requires review and coordination by the Saint Paul Police Department, Fire Department, Public Works, Safety and Inspections, and Saitn Paul Regional Water Services.

3. Dumpster

   Business and property owners need a permit to place a dumpster in the right of way. Waste haulers are responsible for the permit application and must be licensed through the City's  Department of Safety and Inspections.

4. Food Cart

   To operate a food cart in the City of Saint Paul, vendors must hold a food cart permit in addition to required licensing from the Minnesota Department of Agriculture.

5. Media

   Media permits are required for media content production of all formats. This includes advertisement, short-form, long-form, documentary, film programming, and photography in the public space.

6. Meter Hooding

   Businesses and residents can request a meter hooding premit to block, obstruct, or reserve a portion of a metered parking lane. If activities include parking of construction equipment or materials, you must first apply for an obstruction permit. If activities inlcude excavation. you must first apply for an excavation permit.

7. News Rack

   A permit is required whenever a news rack is placed within the City of Saint Paul.

8. Parklet

   Parklets are temporary structures located in a parking lane next to a curb. They operate as an extension of the sidewalk. They provide amenities like seating, plantings, bike parking, and public art. Parklets are typically funded and maintained by neighboring businesses, residents, and community organizations. They are publicly accessible and open to all. 

   Parklets can be installed in the parking lane with an approved Parklet Permit from May 1 through October 31.

9. Sidewalk Café

   Licensed restaurants and retail food establishments can apply for a permit to expand onto a specific part of the public sidewalk. The permit is only valid for the specified area, not the entire sidewalk. The permitted area must be directly next to the property.

10. Small Cell Wireless

    Small cell wireless provides can apply for application support with the Right of Way division.

11. Sprinkler

    Property owners must apply for a permit to install an underground sprinkler system in the right of way. This includes the area from the curb to the property's side of the sidewalk.

12. Storage Container

    Temporary, free-standing storage containers are commonly used during renovations, remodeling, and relocating. Property owners must apply for a permit to place a storage container in the public right of way.

13. Valet Parking Zone

    Businesses must obtain a permit to operate valet parking service on City streets. Valet parking permits are good for one year and must be renewed annually. To obtain a permit, operators must meet all safety standards and provide documentation including sufficient liability insurance.
