The Street Engineering and Construction Division is responsible for the design, management, and inspection of all city-owned street reconstruction projects.

Each year, the City of Saint Paul reconstructs 1 to 3 miles of streets to improve pavement, curbs and gutters, sidewalks, landscaping, and lighting. In addition to pavement improvements, public and private utilities may upgrade infrastructure, including:

  • Saint Paul Regional Water Services: Lead service connections and select water mains
  • Public Works: Sanitary sewers
  • Xcel Energy: Gas facilities
  • Stormwater Management: Stormwater infrastructure incorporated into the street improvements

Due to multiple infrastructure needs, funding constraints, and construction cost inflation, the number of residential street miles reconstructed each year has steadily declined from 15 miles per year in 1999 to 1 to 3 miles per year over the past five years.

Street Reconstruction Process

Each street reconstruction project is unique. Paving and utility work typically takes about 14 weeks but may take longer due to weather or unforeseen conditions. Projects generally occur between spring and fall each year.

  1. Water utility begins replacing lead service connections
  2. Xcel Energy begins replacing gas mains
  3. Contractor begins street removal and begins watermain construction  
  4. Storm sewer inlets are built
  5. Gravel base is placed
  6. Concrete curbs are placed
  7. Concrete driveways are poured
  8. Base layer of asphalt is placed
  9. Boulevards are prepped and sodded
  10. Final layer of asphalt is placed
  11. Streetlights are installed and activated
  12. Trees are planted as weather permits

Public Works uses the Saint Paul Street Design Manual to implement complete streets policies and guide the design of future street projects.  The manual supports a balanced transportation network that promotes safe, efficient, and equitable travel for all users now and into the future.
