FAQs

1. Registration & Payment Information

   Non-Resident Teams

   • Teams with one or more players that do not live or work in Ramsey County are considered non-resident teams. Non-resident teams must pay an additional fee of $50.

   Payment Information

   • Full Payment is required to register - Cash, Credit/Debit and Business Checks (for Sponsorships) Accepted - no personal checks!
   • Register online, by phone at 651-558-2255 or by mail/in-person at 1500 Rice Street, Saint Paul MN 55117 during normal business hours. 

2. Refunds and Rescheduled Games

   Refunds 

   • After the first week of registration: refund minus 50% administrative fee.
   • After schedules are published: no refunds

   Rescheduled Games

   • Postponed games related to weather will be made up at the end of the season (one make-up game for slowpitch, two for fastpitch)
   • In the event of inclement weather a complete game will be considered after 4½ or 5 innings depending upon which team has the lead before the game is canceled & have batted 5 times.
   • Call the Weather Hotline a 651-558-2118 or visit www.teamsideline.com/stpaul for weather cancellations. Updates will be made by 4:30pm - any inclement weather that occurs after that time will be called by the umpire at the field. 

3. Levels of Play, Rules and Regulations

   Levels of play

   B/C Highly Competitive, Tournament-Level Play

   D Intermediate, Upper Recreational Play

   E Beginners and For-Fun Teams

   Roster Rules

   • All players must be 18 years of age by the first game they play in and be in good standing with the sanctioning body of their league.
   • Players may play in only one level of play (B, C, D, E), but may play on multiple teams of that same class. However players may not play on more than one team on the same night. For example, a player can play on two level B teams, as long as those two teams play on different nights.
   • Teams may not have more than 2 players on their roster higher than the league they play in (ie. D Teams may not have more than 2 players with a 'C' Rating)
   • There will be no playoffs but a mixed league tournament may be offered.

   League Regulations

   • It is the expectation that participants in the Municipal Athletic programs conduct themselves appropriately. To ensure a safe environment for all participants, the Municipal Athletics Conduct Policy is strictly enforced. It is the responsibility of the managers to relay the conduct information to their team. 
   • Managers must sign & return the Softball Notes of Understanding before the season begins. (These will be emailed prior to the season starting.)
   • Alcohol (malt beverages only, no hard liquor) and Tobacco (smoking, chewing, vaping) are not permitted on the playing fields nor in player benches. Outside of those areas it is permissible at Rice/Arlington, Dunning and McMurray complexes only. All Saint Paul Recreation Centers and their fields are alcohol and tobacco-free zones.
   • Municipal Athletics does not insure the participants in our program. Teams and players play at their own risk. You may call the Athletic office for more information concerning team insurance that may be purchased through the USSSA or USA Softball.

4. League Provisions and Equipment Rules

   Team Fees Include:

   • Field Maintenance Fees
   • One Pre-Season Practice Reservation
   • Game Balls and Scorebook
   • Team Sanction and Certified Umpires (USSSA for slowpitch, USA for fastpitch)
   • Championship T-shirts matching the number of players on the roster of the winning team in each league. 

   Balls

   • Game ball are provided - The home team supplies a new ball for the game. The visiting team supplies a good used ball.
   • Slowpitch Leagues will use the Dudley Thunder SY .40 COR. Must have the USSSA stamp.
   • Fastpitch Leagues will use the Dudley SB12 .47 COR.  Must have USA stamp.  

   Bats

   • All players and teams playing must have the approved USSSA bats with the logo or approved ASA stamped logo on the taper of the bat.

5. Gender Inclusion Policy

   Participants may register for the activity which aligns with their gender identity. If a participant does not identify as male or female, they may register for the activity of their choice. Please see league rules for specifics regarding gender during Co-Rec leagues.
