Proposing a community project on Saint Paul parkland 

The form below is intended for projects or initiatives to be placed or implemented on public parkland that will be installed and maintained with non-city funds.

Process for proposing a project on Saint Paul parkland that will be funded and maintained with non-city funds:

  1. Complete the pre-proposal form below.
    1. Submittal will be reviewed by Saint Paul Parks and Recreation Managers. A response will be sent to the contact person listed in a timely manner. If conditional acceptance is given, Right of Entry Permit and Certificate of Insurance will be discussed as next step.
    2. Pre-proposal will include at minimum:
      1. Park name and location of proposal within park.
      2. Description of work.
      3. Contact person.

If conditional approval is given, then:

  1. Proposer to draft Right of Entry Permit.  Draft to be sent to Manager of Design and Construction. Template is available here. There is no fee for Right of Entry Permit.
  2. Certificate of Insurance is required as part of Right of Entry Permit. Insurance terms are included in draft Right of Entry Permit.
  3. Fully signed Right of Entry Permit and copy of Certificate of Insurance are required prior to work beginning. Manager of Design and Construction will inform proposer when approval is complete. 

Applying for city funds for parkland projects

For community members interested in applying for City funds to implement a Community Proposal, please refer to Community Proposal Process which provides $500,000 annually to investment in infrastructure owned and maintained by the City of Saint Paul, with an investment that will last 10 years or more.
