Project Overview

The City plans to construct a full-size synthetic turf multi-purpose field with lines for soccer, baseball, softball, and lacrosse. The field will be located near the intersection of Victoria Way and Adrian Street.  A restroom facility for the park will be a part of a future phase of construction in the park.  The field project is funded from the remaining site development money that was transferred by the Housing and Redevelopment Authority (HRA) to Parks and Recreation in 2019 and funds from the Outdoor Recreation Grant program (DNR).

Background

The Victoria Park Master Plan process led to the design of a new 40.4 acre park for the West 7th Street neighborhood and provided critical connections to the Mississippi River, Sam Morgan Regional Trail, and Crosby Regional Park.  The Master Plan for Victoria Park envisioned a multi-use synthetic turf field at the north end of the park.  High-quality and durable sports fields are needed citywide and this will bring that opportunity to Victoria Park and the surrounding community.

Project Updates

PROJECT STATUS: After a successful bidding process, the Multi-use Athletic Field is planned for construction starting in Spring of 2024.  Once a construction schedule is available, this web page will have periodic construction updates.

Fall-Winter 2023-2024:  Initial bids for construction did not align with the overall project budget.  Scope and construction documents were revised and re-bid in winter 2024.


Summer 2023: The City is finalizing construction documents for the multi-use field and restroom facility.  Project staff met with community members at the Fort Road Federation Annual Meeting in April, 2023 to share project information.


February-March 2022: The city is advancing design of a restroom facility for the site.  Project architects at Snow Krelich and City staff met with the Fort Road Federation District Council for feedback on conceptual designs for the facility.

August-September 2021: The City was awarded funds through the Outdoor Recreation Grant program (DNR) for design and construction of a restroom facility near the proposed multi-use athletic fields.  The approved 2013 Victoria Park Master Plan identified a restroom facility to serve Victoria Park's north side.  As a result, Parks and Recreation recommends postponing construction for the athletic fields to coordinate design and engineering of the restroom facility with the multi-use field.  Both projects are now anticipated to be part of the 2022 construction season!  We will update the district and re-engage the community later this fall/winter to review the proposed restroom plans.

June - July 2021:  The project will go through the City Site Plan and Capitol Region Watershed District review processes.

February - March 2021:   A series of Design Advisory meetings and an open house will be held virtually to review the latest concepts and provide feedback to the design team.

December 2020:  The City has hired Larson Engineering to advance design and construction documents for the multi-purpose athletic field.  Soil borings were taken throughout the site in mid-December to inform design.
