The City of Saint Paul is now using PAULIE. This new platform reimagines how we handle permits, licenses, inspections, and enforcement. You can now apply, track application status, and communicate with City staff in one centralized, secure, and mobile-friendly platform.

Get Ready to Apply in PAULIE

When you're ready to apply:

  • Open the application link. This will bring you to the application listing in PAULIE. If you're not already logged in, you'll first need to log in or register for a free account. 
  • Register for a free account. This will allow you to track all licensing, permitting, and inspection needs in one place.
  • Follow application instructions. PAULIE will guide you through the application process step-by-step. You can save and continue your application at any time.

Application Requirements

You must submit the following:

  1. Mechanical Permit Application
  2. Home Owners Affidavit (if the owner / homesteader is performing the work)
  3. Required fee
  4. A set of plans (if new construction)

Who Can Apply?

Owners/homesteaders-owners/homesteaders may apply for a refrigeration permit for a single-family dwelling if you meet all of the following conditions:

  • You own the property
  • You legally homestead the property
  • You perform the refrigeration work yourself

Owners/homesteaders of duplexes must be living in the half / side of the duplex where the refrigeration work will be performed.

If you are the owner of a single-family dwelling or duplex and do not homestead the portion you are working in, you can not apply for a refrigeration permit. (A homesteader occupies the dwelling unit and is registered as the homesteader in Ramsey County. To file for homestead, contact Ramsey County Homestead at 651-266-2100.)

Refrigeration Contractors

Refrigeration permits for all properties other than owners / homesteaders' property must be obtained by a City of Saint Paul licensed refrigeration contractor. If a contractor has been hired, that licensed refrigeration contractor is responsible for obtaining the permit and complying with code requirements.
