Introduction
Saint Paul requires residents to obtain a permit for chicken keeping. If you keep other types of birds or certain types of other animals, you must also obtain a Keeping of Animals Permit. Types of Permits and Process
Tier One:
A Tier One Backyard Chicken Keeping permit allows residents to maintain between 1-6 hens. The initial cost of a Tier One Permit is $26. The annual renewal fee is $16. The permit requires that you submit: an application, site plan, and payment. You must also notify all adjacent neighbors in writing that you are planning to keep 1-6 hens. If your coop is over 200 square feet or uses electricity you are also required to get a building and/or electrical permit. Tier One Backyard Chicken Keeping Permits are inspected by Animal Control Officers every year.
Tier Two:
A Tier Two Backyard Chicken Keeping permit allows residents to maintain between 7-15 hens. The initial cost of a Tier Two Permit is $76. The annual renewal fee is $28. The permit requires that you submit: an application, petition, site plan, and payment. For the petition, 75% of neighbors within 150 square feet (on the same side of the street). If your coop is over 200 square feet or uses electricity you are also required to get a building and/or electrical permit. Tier One Backyard Chicken Keeping Permits are inspected by Animal Control Officers every year.
Restrictions
- Roosters are prohibited
- Residents may not own more than 15 birds at a time
