Overview

This license is for a Massage Center - Commercial Location used for offering massage for a fee or other valuable consideration. If you have questions, Contact Barb McMonigal-St. Dennis at 651-266-9137 or email the DSI Message Center.

Code Requirements

See Chapter 412 of the Saint Paul Legislative Code for information about massage centers.

Chapter 412, Sec. 412.06. - Construction and maintenance requirements further describes Massage Center requirements.

Application Requirements

You must submit the following:

  • Lease / rental agreement or proof of ownership
  • A detailed description of services to be provided
  • A list of employees (Massage Practitioner License)
  • A description and location of the premises to be licensed. The detailed plans of the premises and furnishings shall be attached to the application.
    • A Scale Drawing of the proposed massage space is needed, along with the nearest Restroom locations, and hand wash sink, if located within the massage office suite. A Finish Schedule is also required (Proposed surfaces for floor, wall, lighting, shelving, lighting, distance to restroom, hand wash sink, janitor sink, etc..). A Scale Drawing and a Finish Schedule for the massage room and restrooms shall be submitted with a license application to DSI.
  • Required fees

There are other requirements, but those do not have to be included with the initial license application. These include Massage Modality types, Massage Equipment, Sanitizing Solutions for a Massage Table, Massage Linens, and Required Forms.

Inspections

Your application will be administratively reviewed by DSI Licensing, Zoning, and Fire Inspection staff. This review may include on-site inspections(s) to verify compliance with applicable regulations. You will be informed of any required inspections including the name and telephone number of the inspector after the submission of a completed license application. The location must be in compliance with all applicable regulations and/or license conditions before any license may be issued.

Expiration/Renewal

A Massage Center (Commercial Location) License expires one year from the date of issue and may be renewed annually.
